Trying to get a specific color for my clan. Do the Northern Bandits drop paints or do I have to go after the higher tier squads? Haven't been able to if the color we are looking for at the decorators.

You'll have a higher chance of dropping banner related items from the Henchmen, or the 130+ stacks that follow a boss around in the Frostlands. Of course the boss as well.
However the drop chance of such an item is still low. Most of the stuff on the market is likely from players that were collecting all those years ago when even regular bandits dropped pieces. Unfortunately after a bug in the loot, it was fixed and only given to the Frostlands/Wildlands.
