In order to find bandit groups of 40 or larger, you have to travel quite a bit away from Zeonica. If you only have 5 troops yourself, you shouldn't wander off that far.

Enemies around Zeonica > 1-5
Enemies around Poros & Jalmarys > 10-20
Then the next line of cities groups can be between 30-40 and eventually go all the way up to 60.

As for the weapons, you can find plenty of good weapons for a whole lot cheaper. So don't concern yourself too much with extremely high priced weapons. Those high prices weapons aren't necessarily the best weapons ingame.
