Sorry for the late reply.
If you have insufficient money to pay for your troop wages, they lose morale. The amount lost may be contrast to how much you failed to pay.
When troop morale is low, you will not be able to trade troops and if the morale gets too low, they will also desert you (leave).
A quit barrel of beer from the barkeep can boost morale though, if quickly needed. Alternatively, winning battles also boosts morale but only for a short time and for 10 points max.
