It seems to be a bug that occurs when you try to upgrade a stack of units to 2 different types at the same time.
For example, when upgrading Imperial Trained Archers. You can't upgrade to Veteran Archers and Crossbowmen at th same time. If works if you upgrade one first, close the menu and reopen the menu, then upgrade the other.
