Is it possible to play this mod and another mod at the same time?

I'm not familiar with the Deluge mod, so it will be really difficult to give any indication whether it will result in an error when launching BO. Best way to find out for sure is to give it a try. If it conflicts, the error you'll see when joining a server on BO will be the one below.
As for multiple game installation, while technically it should be possible, it's not an option Steam or Epic Games Store offer. On top of that, only 1 game would remain updated. So that's something to consider whether it would be worth doing. The BO side will certainly need those base game updates.
