How do i get horses?

im a few hours in and the only horse is see is an old work horse for 4000 gold. but thats quite a lot. looters dont drop horses right?

Yeah it's cost alot and is so slow , since you can'T afford a saddle yet
but to have a better one you need riding 10, so you kinda have to go for it
