That function is already in the vanilla version of Bannerlord. It has just been disabled in BO. Edit: Regarding having to using mounts to upgrade units.

How about ... make the cav units require horses and warhorses .... Thus making the units very expensive to upgrade too. So if a players run full cav and got the gold to do it, let them do it. When the day come and they lose, the pain will also hit the wallet.
