Greetings Baras Talay; in every tavern you can find a "thief", this thief can give you a random quest if you pay them 100 gold pieces. If this quest is about a chest in a random village from a merchant you can try to find it and it has a small but decent chance of dropping velvet and other items.
Good luck. The chest can be found in the hills to the left or behind one of the buildings.
