i made a random character with the wrong culture when trying to get this working and its working fine now but i wanted to make a new character and i was told by the people in the server that i should ask here (im on the NA server)

Culture does not matter in this mod. The perks are not part of the game yet. So changing cultures does not do anything.

If you click "V" you can change the appearance and even gender of the character. You can change the nickname on the forum and it also changes in the game (thus, subsequent logins will require a new login). Culture does not give anything yet, but I think that admins will give you a one-time option to change the culture, if they introduce something for culture.
