Arrows deal a lot less damage and fly a lot slower in some battles

Hello. I noticed that in some battles my arrows fly only at 65m/s instead of the usual 90m/s against infantry. They also deal less damage. At first I thought this was dependent on the weather but it also happens during the daytime and clear weather. Today it was in every single battle near Poros and Phycaon. Is this a bug and if not what are the (weather or otherwise) conditions for arrows to fly a lot slower and deal about 30-40% less damage? Thank you
