Yes, you can create any flag, but only you will see it.

You can craft banners without a clan, but only clan members can use a banner. If you ever create a clan, or join a clan and gain permissions to change the banner, you can change the clan banner to one you've already crafted.

Without being in a clan, your banner will remain the default banner.
