How to level up trade caravan skill?

I leveled my trade to 30 but I still cannot use more then 1 mule as I am still getting a movement penalty. How do I go about unlocking this?

You have to click on the perk and select it.

Ah ok i figured it out, you select the shield icon and then select the tool tip box and click done. LOL
